|Description: This document is an extract from a larger document, the "black budget," detailing the research and technology behind two US signals and intelligence projects: "Penetrating Hard Targets" and "Owning the Net." Both projects are housed under the arm of a larger program titled "Combined Cryptological Program." As part of the "Pentrating Hard Project" summary, the document discusses steering "IT products and standards" in a direction that is friendly for SIGINT(signals and intelligence), as well as building a "crypotologically useful quantum computer." The "Owning the Net" project discusses manipulating "equipment hardware and software to control an adversary's network. Quantum research is also dicussed here as a means to support developing Quantum Key Distribution (QKD) attacks.|
