|Description: This document contains of NSA Special Source Operations slides and speaking remarks related to the MUSCULAR program. WINDSTOP is a trusted secondary component of this program. MUSCULAR involves the interception of the data flows across the fibre optic cables that carry information among the data centers of major tech companies, including Google and Yahoo. This update on the state of the program, which is administered by GCHQ, was created by the NSA's Special Source Operations. It describes a problem with Yahoo mailbox transfers, which required a throttling of data capture.|
